This is much to do with the fact that you will not average much more than 30kmh even away from the congested south. Traffic is bad most of the day and evening “down south”. Traffic is bad around Ubud all day. This area of Bali is the main diving area. It is barely 60miles from DPS but is a 3hrs straight drive. Some people go to Bali wanting to dive then stay in the wrong place. Ubud to Amed is 50miles but usually takes 2h30. DPS to Ubud is 25miles but takes 1h30 during the day.
